CNBA General Meeting Minutes
November 9, 2016

Sue Fitzpatrick called the meeting to order at 8:12 a.m.
The Pledge of Allegiance was led by Sue Fitzpatrick.
Sue passed out the ballots for the election of new officers for 2017.
Officers introduced themselves.
Ballots were cast and counted. All members were re-elected to their respective office with the exception of Corresponding Secretary. Sheila Olt was elected to that position to replace Chris Mulvaney who did not run for re-election.
The results of the elections were as follows:
Sue Fitzpatrick – President
Patty Vollherbst – Vice President
Greg Calderero – Vice President
Sheila Olt – Corresponding Secretary
Alison Antenucci – Recording Secretary
Dino Nicoletta – Treasurer
Sue announced that installation of the officers will take place at the December meeting, which will be held on Dec. 14th in Town Hall.
Sue distributed a copy of the proposed changes to the By Laws which are in the process of being revised by a committee consisting of Sue Fitzpatrick, Don Norkus, Anna Appolonia and
Michael Viola. She invited comments by the membership and after changes are adopted they will be included in the annual meeting which will be held in January 2017.
We are awaiting a new quote for replacing the library sign, as the first quote was considered to be too high.
Dan Fenski announced that Saturday Nov. 26 is “small business Saturday”, sponsored by American Express, a day set aside to encourage shopping in small businesses. Patty said there is a link on the website for further information.
Sue announced that the Holiday window painting will take place in early December and any business interested in participating should contact a board member.
Sue announced that the township committee has proposed an ordinance to form an Econ. Dev. committee consisting of 6 members, with one seat allotted to the Pres. of the CNBA. Sue distributed a copy of a proposed ordinance at the outset of the meeting. She then announced that the Exec. Board had voted to support the ordinance, following a discussion at last week’s board meeting, if the ordinance is approved by the township committee. She then asked for comments from the general membership. A discussion ensued among the members and Exec. Board. There were concerns that while being touted as an advisory committee, it may actually add another layer of regulation to incoming businesses. Michael Viola did point out that a committee holds no power to interfere in township matters, while boards and commissions do have such powers. There were concerns whether a prospective new business might be referred to this new committee for approvals. In essence are we adding another layer of government to the process.
In conclusion, a motion was made by Glen Dalakian that CNBA request at tonight’s meeting, that the vote for the new ordinance #2016-20 be postponed pending clarification of the authority of said proposed committee. Bob Gasaway second. Motion passed by a vote of 10 in favor, 1 opposed, and 3 abstentions. Sue will speak on behalf of the CNBA at this evening’s meeting and ask for said clarification.
